The climate is mostly affected by The Gulf Stream. Peak Season:
Summer is probably the high season . The weather is warm , the days are sunlit and long, so it can be fairly called a perfect time to visit Ireland. As for Dublin it is crowded and busy all year-round and doesn't have an off season.
Shoulder Season:
It's good to take a flight to the country in fall or spring as the weather is more often quite good, it's not so crowded at this time of the year. Plus the flights are usually cheaper.
Off Season:
Winter is probably the off season, except for Dublin. Anyway accommodations, restaurants, seasonal hotels and attractions can be closed, specially from early or mid-November till the middle of March or Easter.
